Mr. Charles McIlvaine Masser, Captain Superintendent of Police. In addition to the services reported in my Con-

-fidential Despatch of the 17th. of May, 1917, Mr. Messer has rendered extremely valuable services in the suppression of

Indian sedition.

With reference to Mr. Severn's Despatch

of the 14th. November, 1916, I transmit a further letter from His Excellency the General Officer Commanding submitting additional names for honourable mention in connection with

the war.
